The latest Shenzhen laptop to break the under-$200 is the Phecda PHV102 netbook, using a VIA processor and running what looks like Windows XP. The 10.2-inch Phecda PHV102 closely resembles HP’s netbook offerings, though a little chubbier on the side. Full specs:
